Vilgax seems to have better abilities, so I'll go with him. He can counter almost everything Darkseid can throw at him.

I feel that even this version of Darksied shouldn't be in a lower tier than Vilgax, the omega beams of his can knock out Superman once, should he not scale to Trigon or slightly below him? has he not fought Trigon on even grounds for the time being.

Trigon was overpowering Darkseid, and previously stomped Superman, Flash and Wonder Woman at the same time whereas Superman fought Darkseid pretty much to a standstill.
