Low-Godly only regens physical. From what I can tell, this is just a complete stomp for Veldanava. Bill has basically nothing to counter except maybe plot manipulation, but that's non-combat applicable.

Anyway, Bill cannot interact with Veldanava and no matter what he does, he cannot kill Veldanava and if Veldanava cannot get rid of Bill by sealing him or BFR him, he can use his harsh abilities to finish him off and that will be the end of Bill.
