Yes, he can close the distance with his glove and touch it. His glove can extend from 10 to 30 feet. He can also pull vines out of the ground and grab them.

Even if the speed is equal, it is still possible to catch. Characters like Rex and Agent 6, who are at the same speed levels as Van Kleiss, could also be caught.
