For the record, I believe Hina can dodge Kikosho as Chun-Li needs to perform actions that take some time (Raising her hands up, Ki starts to gather and then places her hand forward and shoots the ki attack), which gives Hina plenty time to dodge

She also has ANPR which technically wouldn't work if she didn't have prior knowledge (Imo)
