In Infinity War, it's stated that the Infinity Stones were sent around the universe by the Big Bang itself, meaning they must have universal durability to not be destroyed by that. Both Scarlet Witch and Thor are capable of destroying Infinity Stones, so those 2, and everyone who scales to them should be either 3A or Low 2C.
