The Wither has been rampaging through the Underground for a while. After it killing Papyrus, Undyne decides that she will be the one to stop the abomination.

Going with Undyne, she can paralyze the Whither in place and maul it there. Tho the Wither will be a pain to take down due its projectiles.

Voting Wither, while Undyne may be able to Keep it in place, A Half-Health it has a force shield that deflects all projectiles, It's also Immune to Magic, Can Wither Undyne away with the Wither effect, Its Regenerationn could keep up with the Amount of damage done to it, It also could kill Undyne with Death Manipulation.

the soul manipulation page says that "either by not being a living being or being soulless" grants a resistence to soul manipulation

That's referring to the corpses summoned by a necromancer or something that are literally just corpses being moved around with magic.Just not being alive doesn't garauntee not having a soul.

In this case, the wither is made out of soul sand. It's a lot more likely it has a soul than not.
