Deep Sea King low diffs. He can do basically anything Syren can do, it's stronger and Syren's water domain only makes him stronger.

Syren redeemable traits in this battle seems to be her superior LS, underwater mobility and Akuma shenanigans, but that doesn’t makes quite the cut here.

Yeah. Syren doesn't really have anything to overcome the AP gap, and since both can breathe underwater, it doesn't matter that the city is flooded. Besides, if Deep Sea King breaks her akuma, she revert back to 9-B Ondine and dies since she can't breathe underwater
