Under what circumstances can higher bars be assumed for explosions?

So, let's say Character A can destroy concrete with even their weakest explosions, but couldn't damage a specially made arena made from a special metal. But Character B could damage this arena. Would it be possible to assume higher bars than 1.37... whoch is the current standard? If you can, which value is it? Or are such assumptions only possible with actual statements?

Not a calc group member, but I'd say these kinda scenarios need a little bit more context than that to get something as finicky as pressure out of it.
