1. This is Son Goku at his strongest from Dragon Ball without any injuries; whereas this is Shu at his strongest from Blue Dragon without any injuries.

2. Son Goku in prime, transforms into Ultra Instinct, has Super Dragon Balls, and goes Full Power.

3. Shu in prime, fused with Blue Dragon, has Extra Seven, and goes Full Power.

4. 1-on-1 death battle.

5. No interference or holding back allowed.

One, that is from a magazine, which is not accurate. Two, he never said that in the actual episode.

Headcanon, Goku in general was stated to be reaching the level of god, in other words, he is still weaker than Beerus. They never mentioned anything about Super Saiyan Blue. If you disagree, then do a Content Revision Thread to prove it.

Dude, KKX10 Goku in the Universe 6 saga scared Beerus as a potential rival. Not to mention Jiren is stated to be stronger than at least his own God of Destruction.

Magazine most likely refers to MUI when saying that Goku surpassed Bills, something even the latter suggested.

Occam's Razor, MUI is stronger than Bills, to the point that even being 2x stronger than him'd make him 2-C.

Low 2-C so high that it might be 2-C versus an apparently baseline Low 2-C is a pretty clear AP advantage.
