This has been a question that has been bugging me.
Why is it that Shirou Emiya(UBW and Miyuverse), EMIYA, EMIYA Alter, and Iskandar aren’t considered 3-A or Low 2-C while scaling with the tiering system.

Both UBW and Ionioi Hetaroi are stated multiple times to be infinite in nature and this follows regular Nasuverse logic as all known textures are stated or at least implied to be infinite in nature and reality marbles are just someone creating and forcing their personal texture upon the world.

I am aware that this doesn’t apply to Fate and Heaven’s Feel Shirou due to them both never manifesting their reality marbles on the outside in both routes.
 
Well as we know Shirou would have High 3-A via UBW, as the CE's in FGO and descriptions in the F/SN Visual novels etc explicitly mention that it is infinite, but the problem with this menas that now Angelica vs Shirou would then result in High 3-A Casual Ea attacks, which would backscale to Excalibur which would then Backscale to several other servants.

And this isnt even factoring into account the fact that Rin supplying Shirou with the mana to use UBW in the first place would for scaling purposes make any mage with comparable Mana to Rin High 3-A because Reality Marbles rely explicitly on mana to maintain themselves as it's a form of High class Thaumaturgy, and as a result it would mean 80% of Servants also scale to High 3-A as they're superior to Rin as well

The same would apply to Ionioi Hetaroi as well since once again Reality Marbles rely on mana therefore anyone with comparable mana would scale which means any servant with a Mana stat C-Rank and above is High 3-A or Low 2-C

So basically if we say UBW or Ionioi Hetaroi is High 3-A or Low 2-C it would lead to an unholy mass clusterfuck

Okay, so like it could create massive amounts of contradictions.
Understandable then.
 
the answer is simple, i realty marble it exists and is not something created by the magus' mana, invoking an Rm is the act of transporting yourself and all those within a certain limit (probably your field of vision) to your inner world in other words the RM is born with the user, the user does not create it, but the user's life experiences + element and origin is what gives form to the RM, what the magus does is merely conjure a part of it in his field of vision , and soon after transporting this part along with the user and the opponents to this dimension.

in layman's terms the RM is infinite, but the caster can only summon a small portion of it. or else think of the rms as the time room of dragon ball, it seems infinite, but in reality it is not
