Then pretty much nothing can be done, since it's basically 1 staff disagrees, 1 (me) agrees with possibly, the rest are neutral.
Worse case scenario, you can expand his justification with this info, but no tier upgrade.

You can wait if you want, indeed. But I sincerely doubt anything will change. Both Elizhaa and DT are some of the most knowledgeable when it comes for these abilities and tiering.
