Leon's 9-A equipment is restricted. He has his two standard pistols. His grappling hook, combat knife, and some grenades.

Starting range is 25 meters.

Assefa regens from bullets in a minute. Leon can't really do much to him.
 
Partial mate bond.

Issue with bullets is that they can get stuck inside his flesh. When he was shot with a bullet, he had to dig it out with a knife before his healing sealed it inside of him. Ordinarily this would be alright, I suppose, depending on where he's shot.

I thought Leon had some kind of energy manipulation? Oh wait, maybe that was Travis.
 
Assefa's greater perception and his stealth mastery as well as regen should likely take it in this case. He can keep up with Leon, hurt him quite a bit and even heal. He could even run off, hide for a bit, and then surprise attack the guy, which would be easy given his perception.
