No there needs to be a valid vote count and a 24 hour grace period needs to pass after that. A valid vote count would be 7 votes at least for one character and at most a 3 vote difference between them.

No. It’s a stomp, there is very little info about whitebeard, you need to hit 7 votes and there will be a grace period of 24 hours and then it will be added

Bump, but this is no longer a stomp. Newgate may be Country level now, but only 12.64 teratons. It's not a stomp-worthy gap.
