Question about Scourge's Cannon. Does it have two firing modes? The mode with claws which charges up an orb and the smooth bore mode similar to Mirage's and Optimus'?

It seems so. The smaller cannon seems to fire faster while the claw orb one seems to be like a charged attack

Does the bigger one have other feats other than One-Shotting Apeling and potentially Mirage?
IIRC the smaller one was capable of blowing chunks out of Mirage, while Prime's battle mask was able to take a glancing hit from it.

At the very least, we have KE for Dropkick and Shatter that puts them at baseline 8-A.
I'm not sure if we should do KE for Scourge, considering while we don't really see it on Earth, Scourge did use a pod to crashland on the Maximal planet, so it's likely he and the others did the same.

Actually, I think Nightbird and Battletrap should scale above the Scorponoks by default since the Scorponoks are fodder soldiers.
Arcee downscales from Nightbird and Battletrap somewhat. Bee is comparable to Nightbird, and Mirage is comparable if not somewhat superior to Bee given how Scourge no-sold all of Bee's attacks and no-diffed him, while Mirage could at least stagger Scourge and contend with Nightbird.

It's probably worth noting that Nightbird withstood two shots to the torso from Scourge while being used as a shield by Bumblebee (though a subsequent shot to the wing allowed Bumblebee to break it off)
