Is she rated 8-B based on potential energy factoring in her speed and attack potency?

That's not how we rate characters on this wiki. Otherwise every FTL character could generate enough energy to create nuclear like explosions.

Character speed is not a factor in determining their attack potency (for 99% of characters, certain exceptions like The Flash do exist)

I think that we actually do this sometimes when it's not calc-stacking, however, Speed of Light and onwards wouldn't count anyway because it would be unquantifiable, and physically impossible.

Not sure though.
