Who Wins? (Speed is equalised? Would Combat Intel for Both Parties make the fight a lot more balanced?)

Anyway, what's the standard MO for Misaka and what can she do to Toshiro?

In this form, mikoto have 6 gigatons of AP, so she should have the advantage of strength. But Toshiro is undoubtedly smarter than mikoto in this form, and also faster if speed is unequal.
