Yeah, that's how he fights in character. If his 30% is equal to other characters he faces here, then he'll start holding back less and less when matched or overtaken in power.

That'd be fully dependent on her opponent (She's as strong as she's perceived to be, that of course requires perception, so it's useless against robots and such)
