Comic and Movie Thanos killed half the universe which is likely in the trillions. Like just killing half the live on earth is almost 4 billion.
 
Probably got some going much higher but Herah for 8-A. She manages to wrack up a body count of at least 22,500 in a single battle.
 
M (Shikkoku no Sharnoth) for 2-A: He destroyed an infinite series of universes and it's stated there may have been intelligent life there, but he doesn't care cause they don't have fragments of A.Z.Z.T/Azathoth, his queen.

Ehito for 6-A: He has caused numerous wars for thousands of years, brainwashes humans into being religious zealots who have no problem killing themselves in his name. If i had to guess the number of ppl he has caused the deaths of, it's well into the millions.

God (Duel Savior) for 2-B: Basically possessed his Messiahs and had them destroy the multiverse which has countless universes, trillions of times.

God (Tokyo Babel) also for 2-B: Went insane and destroyed countless parallel worlds with lives. High body count, though not as high as Duel Savior's God.

Horus Lupercal for 4-B: Horus Heresy claimed billions upon billions of lives in a 9-year span.

The Emperor of Mankind probably killed countless billions in his conquest so him for 4-A.

Lucifer Morningstar for 1-A: His destruction of the Mansions of Silence was described by Bergelmir to be a monstrous atrocity. The Mansions contained infinite realms, universes and creations that were all rejected by the Presence and with his mere presence Lucifer destroyed all of it.

A little typo- "Destroyed five entire universes in Crisis of Infinite Earths"

Anti-Monitor reduced infinite universes to five, he didn't destroy just 5.

What about Frieza? He's got a bunch of kills under his name from the Planets he's blown up plus all the people he killed on screen, some of which being his own Henchmen.
 
Zen'o having erased 6 universes and later erased and resurrected 7 more probably can contend with megatron.
 
11-A could be Bill Cipher, who destroyed his universe of origin and caused a lot of deaths since the several millions of years that he was around.

But, some SCP probably have him beat.
 
So, how is this going to work for tiers that have multiple people with infinite kill counts? Mathematically, countably infinite numbers are all equal to each other, so will they be tied and only rank higher based on killing higher-order infinities of people or will we just go by 2 * infinity > infinity logic?

Could Mechikabura count for 2-A? He successfully absorbed every timeline and all of history. (If we're working on 2*infinity > infinity logic, Heroes has infinite timelines that work on the Many Worlds Interpretation and each timeline has 12 - 18 universes.)

Also, Majin Buu for 4-B. He destroyed the Earth and has been destroying planets for millions of years before the events of DBZ.
 
Naseem Al-Salem for High 7-A and 6-B.
The most famous mercenary in history stated to have sunken many countries before on top of killing an army of 300'000 in a single night.

Then Edelweiss for having killed an army of 300'000.

The Archiver for Low 2-C and 2-A. He has erased and recreated the entire world several times.
Warframes for Low 7-C likely Low 6-B, they almost wiped the sentients off of the solar system and continuously kill ridiculous amounts of other races like Grenieer, Corpus etc.
 
Godzilla earth for either 7-A or for high 4-C as he caused at the very least 800 million casualities in his attacks

Godzilla (godzilla in hell) for high 5-A (The clash of godzilla's and space godzilla's beams blew the earth up)
