If we're not factoring in speed, would the humans (ghost hunters) from Danny Phantom (The Universe) take a spot in 5-B? They don't have much in terms of abilities (Jack Fenton, Maddie Fenton, Jazz Fenton and so on) and majority of their ghost hunting equipment are only super effective against ghosts so that wouldn't have much.

Helios for High 4-C.
"Goddess" of Explosions for 3-C. She seems to be baseline and her hax is next to nothing.
Pc-98 Era Touhou characters might work for 3-C for similar reasons as well.

They are baseline galaxy level. Their lifting strength is superhuman or unknown. And they don't have even a fraction of their windows era hax. You can just check some of their profiles. The only saving grace is "possibly MFTL+" speed rating.

Miles Morales can absorb a High 7-C energy source and shoot it back outwards in a concentrated blast, but it nearly kills him and isn’t enough to one-shot even baseline

probability probably refers to Food Luck, only for defensive uses (potentially dodging attacks) so not really potent.
Probability Manipulation with Food Luck which deflects even omnidirectional attacks, and works on atomic level up to stellar range (used by Joa, Toriko, Midora etc
For RW if it doesn't have justifications and the description in the Notable Attacks section then there's a high chance that it is either straight up wank or insignificant (very minor uses), especially considering the outdated state of the verse atm.

she's not the weakest 1-A, it's mostly because she's baseline and her hax isn't 1-A from what I've heard, their are probably weaker 1-A's though.
