That's no longer the case. There's actually a mathematical basis for the tiers now like the rest of Tier 1 and there are no special conditions to achieve. You can fodderize other Tier 0s or be fodder yourself. Currently though, the tier has too few characters (half of which are being revised) for these differences to manifest.YungManzi said:

We're still waiting for Azzy and FanofRPGs to comment but basically; it was proposed that the Outer Gods would have two keys, one for the fractional and local entities referred to as the Outer Gods that will be High 1-A and the other for the changeless archetypes beyond all perspective that will be 0. Nothing is set in stone but this seems to be the agreed upon conclusion.Lord Zeref Dragneel said:

Yep, most part of the revisions were already accepted afaik, i think they are only waiting for Fan to finish one of his massive blogs of the Mythos, or something like that. Btw, this is the 23rd time i am ninja'ed cause i can't type as fast in english as i can in portuguese.
