Hatou Manabu for 9-B. She is more chaotic than evil, but arguably has fewer morals than the other 9-B's.
Due to the way her powers works she has taken to simply taking every possible action regardless how bad.

Hatou, after returning to the past, kills Alice three times before she even realizes why she is doing it:

After she learned how to become other people she also did some crazy stuff, like murdering herself for no reason:

She also did stuff like becoming a messiah for the world for her own gains or marrying and loving someone for years just to be murdered by them since she only did it to reach her goal.

Zamasu should be above Beerus in low 2C, and somewhere in 3A. Killed his master in cold-blood, switched bodies with his hated enemy, and killed his family with it, killed his master again, wiped out multiple civilizations and planets whilst having fun, killed all the gods of creation across the Future multiverse, killed Trunk's mother in cold blood, and eventually became an entire universe, and possibly more, killing almost everyone in it.
