I interpret as Yhwach had all of the Reio’s power, the Reio who was stabilizing the worlds, aka sealed Reio. So the SS would escape destruction because that Reio held the power to stabilize the world.
Also " Yhwach was going to replicate Prime Soul King's feats but in reverse." that's not a good argument lol, Reio’s feat was done when he was sealed after they massively weakened him. let me make sure about this part firstly xD

Ichibe called Reio a being who was so close to be omnipotent and omniscient where Yhwach never was like that

His 3-A/Low 2-C rating on the wiki is for splitting the realms. Besides that, Yhwach already surpassed the Sealed Soul King's power before he even absorbed him. He was beyond the sealed Soul King's level by far, as even True Shikai Ichigo was beyond the sealed Soul King before he even powered up to fight Yhwach. And we saw what Yhwach did to him in his stronger forms later on. And all you need to stabilize the world is strong enough reiryoku and being a hybrid or in Yhwach's case, being the Soul King's son. Ichigo, Hikone, and Ginjo didn't have to get the Reio's power in order to be Soul King Candidates or have the power to stabilize, destroy, or reshape the realms. That and Ichibei wouldn't say that Yhwach had all of the Soul King's power if he only absorbed the sealed soul king and capped at that level, especially since he got many more power ups and amps after that

But not above prime soul king who has all of his parts and organs, and is the center of quincy powers and the fullbring abilities

So yea, u can out him above WSK but not above PSK
