0.127 Tons vs 0.02 something Tons, that is around a 6.25 times differnce in power between Saito and Tomochika Tomochika would take this pretty easily due to AP/Durability advatage + pesudo ground contraction. Unsure as to if the plane and tank and other stuff are optional equipment but if he does get the plane that'd probably be thogher to take down albeit I do not think Saito can do much agaisnt the battle suit or shield. So I will vote for Tomochika for these reasons.
