I strongly disagree with easily accessible automatic High Outerversal range for anybody who is a Leviathan favourite, as it has never been remotely demonstrated as far as I am aware. My apologies for not catching that part earlier.

Pullman demonstrated that

H1A range for all Leviathan favorite
"Leviathan favorite" powers come from the Leviathan itself. Leviathan tend to see think their way, should be scalled to Pullman one of the Leviathan favorite who able to effect leviathan by create a story about a beast that supossedly to be the Leviathan so the Leviathan turn into the beast in Pullman story.

I also think it make sense because being its favorite is literary an ability to have connection with the Leviathan itself like what Tom said "Leviathan likes me. I'm one of his favorites. He tend to see thing my way"
this fact extend to other character like gilgamesh who able to kill the beast because Leviathan bealive he cant never be defeated
