While non-canon Kid Buu is accepted as a Multi-Solar System buster, lower level characters are not considered to be anywhere close, primarily due to the consideration of Broly's feat as an Outlier.

However, the reasoning is incredibly poor:

• Being blasted to the sun and dying from that. The use of such an extreme low-end outlier (Multi-City Block conditions) is definitely not the way to go, using this feat, we would have At least 8-A SSJ3 Goku fighting 4-A Majin buu.

• Light of the supposedly dead stars reaching New Vegeta. It would make sense, had it not been that it would take years for light to have traveled that distance and disappear. He could be an aged old man and still see stars. Goku also travels to a distant planet, as most people noticed. However, there are three problems with this. One is that this would more so suggest he isn't finished with the galaxy, which literally has no impact on the rating, as we see that Broly is capable of destroying multiple ss at a time in the time lapse. The second one is that it is using a small planet in the middle of nowhere as a point, when in the time lapse we see that due to the sheer size of the galaxy, Broly has skipped entire solar systems at a time. A planet, would be even harder to not skip. Finally, lies Broly's psychotic nature, to which we know is highly sadistic, often torturing them and in the battles in movie 8 and 10, even ignoring defeated enemies after all is said and done. Considering how void of life Broly left the planet, he doesn't have any more reason to even stay there, much less destroy the planet.

And the final possible argument (Which despite having the highest quality, did not actually appear in Broly's page for some reason) would be good ol' solar system busting Cell.

While not yet calced, the explosion does seem to be astronomical, and if it even reaches minimum of 4-A, it would make Cell's 4-B statement an outlier by sheer numbers (2 vs 1).
