To what extent is high knowledge and ability in chemistry actually or actually not matter manipulation?

I read stuff from an old thread on CRTing the human race profile, and I got the arguements that the matter manip is extreme hyperbole. I need feedback on this:
Like, does having the ability and knowledge to form substances and have versatility via chemistry count? Like, what if you had genius intelligence (genius) knowledge over all of chemistry and you have all chemistry equipment? Is it legitamate, or not? Is it really overpowered or can it just be removed into other abilities it states it has? The fact that chemical reactions are there with the versatility of having chemistry stumps me.
