Does beating characters with higher tier than the other character from the same franchise gets the other character the same tier? Even if it's just because of RPG elements?

Depends. If a character in an RPG legitimately beats another character of a certain tier in said RPG, then they will likely scale. Obviously, this will be something mentioned in the story as well, and not just some random battle.

Hm... Let's see it like this

If a tier 7 character beats/takes little damage a tier 6 character, but only because of higher stats, then what does that make them?

Again, it depends entirely on if the Tier 7 canonically beat them in the story or not.

If the character is canonically portrayed as superior, then they'd be Tier 6.
