Can time manipulation be layered?

Two characters can manipulate time, either slowing/speeding or stopping it. However, even though both can use the same ability, Character A can affect Character B, but B cannot affect A. In the series, any character who reaches light speed or higher can affect time with their magic

So is this layered or not?

a layer of an ability will be something that can PIERCE the resistance

So like, char A and B have time manip but B can't effect A?
that seems like A has resistance to it

But it doesn't show that character B has resistance to it, so not layered

If you can show that character B has resistance tho, than it can work

Nah. From what you described B simply lacks a resistance to time manip while A actually has resistance to it.

Not a layer, just a common resistance.
