Tiering reality warpers?

So, potentially foolish question, but when tiering reality warpers for AP reasons how do we actually scale the extent of their ability? I would imagine that in those cases where they say enact changes in the matter on a large scale we just derive AP from those sources and just leave transmutation and so on in their ability sections. I'm asking because a good deal of RWs do things with their powers that are not easily quantifiable in our AP format. If a character, for example, changes the color of says a building or something how would we even go about quantifying AP limitations from something like that?
 
Yeah basically, lots of the time they may have AP due to it but is rare for them to use as that, as it is hax and stuff, like heaven ascended dio having 4-A to low 2-C AP via reality overwrite, but he uses it purely as hax
