Kisame only really works against other Naruto characters since his entire fighting style mainly revolves around stealing the enemies charkra to wear them down. Tier Hallibel wins this

Kisame has Town level+ Attack Potentcy and Durablity. And he has Hypersonic+ speed.
While Harribel has Large Town level+ AP and Town level durability. With Town level to City level Environmental Destructive Capacity. She also has High Hypersonic speed.
She is faster and has more AP then Kisame. She would win.

The large town is from an attack she never showed ,but still she defeates kisame because she is much faster than him.
