Thrawn's win condition is not to clear the Underground. It's to obtain the human souls, as per his mission.

...until they get slowly shredded by two ghosts and some very freak abominations with Mid-Godly guarding the souls that they can't kill. That's not even taking into account the existence of an entire race of ghosts in the game.

They don't have Determination as a power, so Flowey blocks them in a time loop until he eventually manages to at least kill one of the men and absorb his soul.

Most monsters call pacifist Frisk weak, multiple times in fact, and you can barely drain their health in a pacifist fun as well, Asgore is the only exception but it's very clear that he is holding back because he doesn't want to kill you to destroy humanity, based around on the fact he always drops you to 1 HP before killing you and even does more damage if you have a higher LOVE

The only bloodlust that one-shoots them is in Genocide, and multiple characters note it as being inhuman, even characters who knew humans before
