Bowser has both, resets (Earlier Times), sealing, and has more than enough means to get out of them (A big Power Star has gotten rid of seals. Bowser is empowered by a GRAND Star, which dwarfs the power of many Power Stars by so much that I can't even think of an adjective for it)
