On the statistical side, Arthas has the AP advantage of 2.4x compared to John Freeman but a severe LS disadvantage to John who can lift trains.

Technically John scales higher to his value due to him fighting evenly with Gordon Freeman, who was infused with science (the mask) which made him "big and strong", something that was also stated during Henry's time as the MC (although it's said that Henry didn't care, it's likely because he was unaware of the danger and insistent on fighting), who's the one that performed the City level feat of lifting all the humans. Therefore, it's more likely to be about even.

As for Powers and Equipment, John would've had the range advantage with his guns if he didn't believe bullets to be "too slow" in this key, though Arthas can counter that with a vision-blocking blizzard.

Both can avoid eachother's attacks (John with better Flight and Portals, Arthas with teleportation) and both are capable of summoning or creating weapons. John can also counter Arthas's spirits with his non-physical interaction, so they won't be a big factor.

I think Arthas's best options are the ones that get John into close-range (Blizzards and Shadow Magic) and fighting with Frostmourn which can weaken his opponent, while John's best options are having better mobility and utilizing the range advantage he has.

Given that John Freeman is more likely to fight in melee range and Arthas's ability that allow him to get close and cripple his oppnent, I think that Arthas can win this.
