The Presence and TOAA

I saw an old post about TOAA that said The Presence was in talks to be downgraded to High 1A but he hasn't. My question is what makes him Tier 0 but not TOAA when they're basically the equivalent of each other, both the creators of their verses which are basically the same size. If this has been talked about before I apologize and couldn't find it.
 
That they are equivalent in the sense of being the creators of their respective verses does not make them equally strong. For example, Arceus, who is considered the creator, need not be as strong as TOAA. And the issue of cosmology is completely irrelevant for level 0. One can have a Low 2C cosmology, and be level 0 without the need for his cosmology to be very broad. The presence's profile has enough justifications to be level 0, while TOAA's does not, at least not for the time being until there is an update thread.

Even if the cosmology is near-equal, it does not matter as tier 0 is completely independent of cosmology. It all comes down to how they are portrayed as creators; the monad type or the random dude type that decides to create something

What exactly makes them different? Shouldn't there being multiple authors cosmology also automatically make it so he can't be 0? Because in the Verse there's different cosmology. Isn't a character either tier 0 or they're not? If it has to do with the Astral Regulators thing wasn't it basically explained that he allowed Thanos to do that so he can show him why he doesn't want his power? And in one run wasn't it said The Presence was dead?

No, author avatars are not necessariIy tier 0 or of a high tier aIways; There can very weII be a tier 0 if the author avatars are treated as beIow the tier 0

CouId be differnet continuities, so whiIe per verse there can onIy be 1 tier 0, that per verse is actuaIIy referring to per continuity in case the verse has muItipIe continuities, given that the cosmoIogy is not such that aII the continuities are akin to timeIines in a bigger muItiverse

No, It's because TOAA is clearly stated as the beginning of another, higher hierarchy in Defenders : Beyond.
