The Power of the Vampire Killer and Simon

So, there is something that has been bugging me for a while. Does the Vampire Killer have the power to purify a human turned monster/demon? Like, can it revert them back to a human form? The reason I ask is because I remember that Grant turned back into a human after Trevor beats him and Grant became a monster because Dracula turned him into one (at least I think he did). So, does the whip have that kind of power? Or is it something a Belmont can do, which means Simon could do it?
