Ok so while Wile E is a bit stronger (53.18 tons vs 38.50 Tons of TNT) and smarter, Steve has much more combat experience and has ways to get past the power difference. I’m kind of leaning towards Wile E due to being able to shrug off a lot of punishment and because of his traps.
