Call it plot, but in-character she never did that. She almost always follows some light blasts by going physical, unless she knows for sure that it's a bad idea. For example, against A-Train, who is way too fast for her to want to get close. Otherwise, she uses some blasts and then goes for punches.
I'll count it, but I would say that, while she doesn't spam it, that doesn't mean she would won't use her powers again during a fight, she can even use it in conjunction with her strikes.

Not to be bias, but simply because the argument seems to sit on "No light spam? Logan skill wins" which just seems to undermine Starlight's advantages, like her massive lifting strength, the fact that she can temporarily blind him, and that she slightly stronger and more durable.
