The Terminator should be much more mobile and adaptable, although Heavy's weaponry is more potent, The Terminator can take cover. But, than again, The Heavy isn't a fool, and could easily take cover himself and eat a Sandvich. With that, suppressive fire and loads of ammo, Heavy seems likely to win.

Yeah I agree with that line of logic. Terminator can take more overall punishment than Heavy but his minigun is a lot more potent that the sort of things Terminator has at his disposal and Heavy is still incredibly difficult to put down plus his ability to heal. I'd give it to the heavy.
