Homelander wins this, even if you look at the fact he can fly and use his lasers to take out Stain from afar who cant even use his powers against him because he cant reach him.
Even if he gets close enough, Homelander is physically superior overpowering Stain easily.

Though, Stain did dodge what was essentially a flamethrower. If both are 8-C and Speed Equalized, Stain could actually dodge Homelander's attacks, like the laser beams.
