Which BFR? Warp BFR? Pretty much any psyker above the "no power whatsoever" threshold can do that.

What about Soul Manipulation, in particular?

Not sure which sealing is being discussed, but he did seal Drach'nyen in the form of a sword and then seal said sword inside the essence of one of his Custodians.

Don't know if there's a particular instance of Mind Manipulation being referred to, but the Emperor's is pretty solid. Much, much lesser psykers can fully replace their opponent's minds, making them kill themselves while the psyker doesn't even have to be present. He also forced 100k Space Marines, who have natural resistance to mind manipulation, to kneel simultaneously with only a single word, not giving them any chance to resist.

He definitely has Soul Manipulation. Hell, 99% of psykers and multiple beings who aren't psykers have Soul Manipulation.

Drach'nyen? It's probably one of the strongest Warp entities not associated with any gods. According to Black Legio, its mental powers, under certain circumstances, are quite possibly even superior to the Chaos Gods'.

Much less powerful psykers, such as pre-Chaos Ahzek Ahrima, have feats such as ripping the soul out of someone's body and having it torn to nothing by Warp entities.
