Hax is a slang word for Hacks, originating from a video game term in the same vein that Smurfs does. Down to the very essence of the word, the entire concept is about cheating in some capacity, by making statistics or other advantages simply not matter. That's kinda the entire deal, it's cheating in a combative scenario (and combat is indeed what we're doing, we're meant to be respectful but that involves primarily just going for the win), and if that just sounds "cruel" and "unfair"... you might want to go for another type of tournament. It's about characters clashing with each other, using hax to their advantage, not almost cruerly one-shoting your foe with ignoring all distance.
Statistics amplification doesn't even strictly qualify as hax, mind you. It's incredibly potent, but if you can't actually use physical force (at least, in the form that can be easily delivered by a sword) to kill something like in the case of Low-High regeneration, then it's not going to matter. Nor would it if they amplify themselves to do an attack for fair damage, only to be aged to death immediately (as is the case with some of the existing submissions)SAO:TTRPG already demonstrated a cruel hax even without it's strongest members (from which you literally need to take a hit in order to do anything).
Not quite, Weather Report did have to actively dodge, as a default punching him in the core when he's otherwise preoccupied just is going to hurt. I also mentioned that I forgot that on CIC, but his first key lacks stuff of nearly that potency (while still having some room to work with through his optional equipment).Seeing these two brings similar vibes. One technically unkillable and absorbing everything thrown at him, the other just killing all with a snap of Existence Erasure. Not letting them in.
The "cruelty" from there is just the nature of High hax as an idea. He can indeed corrupt anyone into his clone within a certain radius, along with absorbing people's skills and other "valuable" parts of them while perception distorting how far away he actually is, but he can be defeated if you have enough range and can just snipe his clones, ideally Matador first so he's auto-teleported away and the others are vulnerable. CIC can turn people into his minions with the touch of the red universe and use a variety of minions to his advantage (including the likes of Orang, who can eat any projectiles that come his way provided they don't cause internal damage), but one guy with teleportation was able to 1v1 him so many times that he just gave up on using his Red Universe touch at all, just by virtue of the minions being tied up fighting the other memers.
