Low 2-C Vs. 4-B, but I honestly think this battle could go either way.

The Dragonborn decides he still has one more dragon to slay. He (somehow) travels to the Alter of the Sunne and finds Ultra Necrozma.

They fight at the Alter of the Sunne.

Neither get preptime and speed is equal.

Dragonborn has any weapons, armor, magic, shouts, or items he may need.

Necrozma is in his powered-up Ultra form.

Victory by death or incap.

The tier difference is reason enough. Low 2-C is infinitely above 4-B.
