The Dovahkiin fights an entire verse

I'm not saying that 3D mind hax that works on mindless things is better than 4D mind hax, I'm saying that if someone can mind hax something without a mind, then that's better than mind haxing someone without a mind. I can't think of anyone in particular, but look at Alphamon. He can use soul manipulation on people without souls, and that's logically better than soul manip on someone with a soul.

And if you meant that mindhaxing an object is better than mindhaxing mutliple people, no it isn't. It does not become able to bypass resistances.

Made a couple errors. No, I didn't mean to say that 3D>4D. 3D on something with no mind > 3D on something with a mind. This is because mind hax works on the mind. Without a mind, it does not work. Therefore, mindhax that works even when a mind is not present is better.
 
No, that isn't how it works. Affecting a mindless object with mindhax is not a mindhax feat, no matter how much the story want's it to be.

In this case, it's obviously Body Puppetry.
 
As stated in the link above your post Shadow, it could be attributed to either an inconsistency from the author's writing or a contradiction in the statement. There's also the possibility that the power is misinterpreted.
