The World Refusals aren't power-based, it is the Numidium denying Crimson King's Existence and exposing him to the realization that he doesn't truly exist and his individuality is completely illusory.

Much like with TES, there is a lot that needs to be explained, because a good chunk of our info has been interpreted poorly up to this point (which isn't entirely anybody's fault) and a lot of the wider pre-conceived notions about the verse and its cosmology are wrong.
