I would go with the Downstreamers because they have better Regenerationn hax and they have conceptual manipulation along with physics manipulation. Because both are battling at their peak, then we can consider that The Old Ones (DS) are capable of creating infinitely-layered multiverses that contain an equally infinite number of multiverses within them. They are also the creators of the Manifoldverse, which consists of an infinite hierarchy of infinite multiverses, encompassing all forms of mathematics.
