A certain character was stated to be omnipresent within the entire space-TIME, due to fusing with it, and hence is not surprised by anything at all, and can create an avatar in any point of time. Would this give Immeasurable Speed?

I believe my case is a bit different though, because character now essentially is space-time, meaning their true form consists of spatial and temporal dimensions... but idk if that + other stuff in OP is sufficient, just wondered

No, speed require you to have movement, Omnipresence is state of being, create avatar at any point in time is just range
