Superman VS Captain Falcon

I have no idea where Captain Falcon's Stamina & Intelligence ratings of Very High & High, respectively come from.... But, while it would be out of character for him, what stops Superman abusing his flight & attacking with heat vision & freeze breath? He also has a mobility advantage via flight.

For both of them to be Low 7-B, we'd have to be using Super Smash Bros Falcon, who only has Martial Arts, Fire Manipulation, Electricity Manipulation, & Forcefield Creation.

So this Captain Falcon can't fly, among other things.

That said, is the exact value SSB Falcon scales to known?
