I don't get how Goomba's are regulary 10-C in a series where almost everyone and their mothers are city level and they've been shown to be very competent in battle.
I kind of agree with you there. Maybe not to the extent of everyone being city level, but the principal, yeah.
Heck, Captain Goomba casually breaks stone with a couple headbonks in the new remake of SS and at that ponmt we're left to assume he's just an ordinary Goomba.
Yep, I noticed that too. In fact (albeit at a glance, I couldn't get the game yet) the stone he break appears to match the colour scheme of the second type of rock, which requires a Super Hammer to break, in the game from the GBA version, and this appears to be the case from a few cutscenes I've seen, making his headbutts essentially superior to the Hohorock Hammer. I tried calculating it, and got Small Building level, I think, but did it when I was first trying calculations. And apparently it may not be accepted anyway. And yes, it's pretty much implied (maybe even stated at one point? Can't remember) he's just an original Goomba.
Some goombas can tank more than one hit from characters and I see absolutely no proof that "the lowliest of Bowser's Minions" aka the army that took over the Galaxy/Universe and can all harm Mario and co. in some ways should be below a standard human when Mario is no normal human. I'd like actual evidence any member of Bowser's Army was showm below a typical human and then some to make it consistent.
For source, I believe it's from their descriptions, such as Tippi saying they're the "underlings of underlings" in Super Paper Mario, etc. However, they seem to be enough of a threat to scare Toads, it seems, and the Goomba Woods from Odyssey was seen as a pretty dangerous place according to a few NPCs... but... the in-game brochure's caption of that place seems to be mocking it at the same time. Anyway, I think it's descriptions of Goombas that makes them seen as the weakest. Not sure if being part of the Koopa Troop would help with backing their strength too much though, there are many powerful members who probably did the dirty work.
Regardless, raising a temperature for a city (given Tostarena is bigger than a volcano and city in-game) from low temperatures to high upon the defeat of one enemy implies a quick timeframe. At the very least, I'd expect the heat transfer to be somewhere in the MCB and up. There's also the fact that the volcano explodes in Tostarena and opens a significant portion of the level and leaves some places in ruin and the boss seems to be the main cause of it. Don't remember exactly how it went about though.
It was rather the lowering of the temperature we were talking about, actually. Although now you mention it, it /could/ have been Knucklotc's doing instead of Bowser... I can't even remember if they stated who did it, but I vaguely feel like I remember Bowser doing something to do with the ice...
Yes, Tostarena is bigger Mount Volbono, but not sure if that's because it's a small volcano or not... I'm not expert on volcanoes though. As for bigger than a city, well... NDC expands beyond what you can play, so I kind of doubt that it's bigger than it to be honest. I think Tostarena is limited to what you can play, meanwhile. I have an idea of how to work out the size of Tostarena though... so... well, we'll see.
But then you says a volcano explodes in Tostarena, opening up new areas.... when exactly? I didn't remember there even being a volcano there!!
