Unironically, with the Pokemon GO upgrades that are coming in soon, Team GO Rocket VS Bowser's Army might legit be a fair matchup.

Well, the last time the Player had been updated was in 2020, when Kalos had just barely come out. Plus we’re seeing stuff like Apex Shadow Pokemon.
The Team Leaders have also fought Shadow Legendaries, which are normally exclusive to Giovanni, also the GO Rocket Leaders are getting pages.
Team GO Rocket itself is getting much bigger and more honestly completely random abilities.
