Technically, this would apply to both Suiryu and Bakuzan. Currently, Suiryu is listed as Small Town Level due to his cloud dispersion feat, while Bakuzan is listed as Small City Level on the merits of being a Dragon-level threat. However, Suiryu was able to withstand a BRUTAL beatdown from Bakuzan, and there is clearly no indication that Bakuzan was holding back, nor would there be any reason to hold back, especially after he'd expressed his intense jealousy towards Suiryu and had become a monster just moments before. Then, even after having been beaten senseless and barely having enough strength to crawl, Suiryu was still capable of breaking Bakuzan's toe. Therefore, I think that either Suiryu should be upgraded to Low 7-B, or alternatively, Bakuzan should be downgraded to Low 7-C, though the latter option makes less sense in my mind.
 
Suiryu struggled against a non dragon means that he shouldn't scale to Bakuzan at all. Him being able to harm Bakuzan is PIS, as him at his peak is shown to be weaker than that of a dragon level character.

Bakuzan is At least Low 7-B as he's a threat level dragon, so he stays

You could also make the argument that Choze was a peak-level Demon threat on the level of Royal Ripper and Bug God. Besides, even though Bakuzan is a Dragon-level threat, given how easily he was overpowered by Gouketsu, it can be inferred he's at the bottom barrel of the Dragon-level category. I mean, I guess you could say that Suiryu surviving attacks from Bakuzan is an outlier, but that just seems like kind of a lazy way to put it.

Choze wasn't remarkable enough to be named threat level Dragon by Gouketsu, whereas Bakuzan was. Plus Gouketsu is At least High 7-A, and the gap between High 7-A and At least Low 7-B is huge
